Call your council person, ask that they resolve to oppose the 301(h) waiver.
The City Council also convenes as the Garden Grove Sanitary District.
Orange County Sanitation District (OCSD) must give
up the waiver, and implement full secondary treatment with its huge
cash "reserves" now being loaned out at a profit of 2%.
Each constituent city gets one vote
on the Board of Directors, there are 25 total votes.
