Councilmen Lam and Marsh: Westminster must take a position against the sewage
waiver.
Assym. Maddox sent a rep, and about 12 members of OOG waited patiently to speak at the end of the meeting.
The council made Citizens stay to the bitter end, with only one leaving. Overall everyone did their very, very
best and it was a strong argument. Frank Fry walked out during 11:30 pm comments, but Paris looked attentive while
OOG racked up more and more points.
After praising all the science everyone brought to the table he dismissed it out of hand.
"...Then Paris jumped in with a motion to delay, although Marsh felt his light was on before Paris made the
motion. Rice tried to ignore Marsh, but from that point on we knew we had lost. Paris cited a letter he had been
given with SWRCB's objection to Maddox AB1969. Margie Rice chimed in that Maddox Bill was crap, and read a statement
Joy Neugebauer of Midway Sanitary District gave her which asked the council to wait for the District's final recommentation.
Marsh and Lam both made strong statements that getting rid of the waiver was the right thing to do for our economy,
our beach and the public, and that delaying now was the same as no decision at all. Rice said that the issue was
not one for City Council to solve, and Marsh pointed out that was true of many issues that got decided by the Council."
"Marsh was a bit miffed because he had spoken in strong terms about getting rid of the waiver being the right
thing to do, but he neglected to just start with a clearly stated motion to accomplish that end. He asked for rebuttal
time against Paris which Rice tried to cut off but allowed when he complained that his light was on before Paris
made a motion. His challenges went unanswered, except by Lam who agreed with him on each point and added some of
his own."
